Ned is too conceited and arrogant (perhaps because his cause is just, or, perhaps just because he’s too naive to consider/believe Robert could be felled) to believe his victory is anything but assured, and because he feels he’d be merciful, he underestimates Cersei. But, Cersei made it clear- she would, without pity or remorse, do what she must (as opposed to what Ned felt was his needs must), and, her children would be all the motivation she need to justify her lethal threat. She leaves the conversation with the understanding they are in a deadly competition. Ned leaves feeling frustrated and annoyed.

He severely underestimated and lacked the respect needed when dealing with Cersei, and this decision cost Robert his life, and, it ultimately sealed his own fate. His admission of his knowledge, and telling Cersei his intentions was akin to a comic book villain’s ultimately self defeating bragging to the hero their diabolical plan.
